Tom Corbett has not proposed expanding Medicaid. No new people would be enrolled in Medicaid under his plan, and for the people who are enrolled in Medicaid, things are going to get crappier and more expensive. He mentioned reducing benefits to current enrollees in his speech, without laying out specifics.
So this is a Medicaid contraction, if anything, and certainly not an expansion. I really do not know why I see any news outlets and headline writers referring to this as a “Medicaid expansion.”
This is an expansion of private insurance, using the federal money allotted to the state for a Medicaid expansion.
Getting the terminology right is very important, because voters deserve to hear elected representatives, advocates, health experts, and opinion leaders debate the merits of an expansion of private insurance vs. a straightforward expansion of Medicaid.
