"Florida" waiting to happen?

Is Pennsylvania a "Florida" waiting to happen? The question is arising all over the state as officials and media members are realizing that Pennsylvania voters are still using antiquated methods to register their votes. The voting machines are run by each county, resulting in a mix of paper, mechanical, and electronic balloting systems spread across Pa's 67 counties.

The "hodgepodge" of systems includes paper ballots which produce the famous hanging chads which flummoxed Florida election officials in 2000. Pennsylvania instituted reforms after the Florida debacle, but some, such as the state-wide voter registry, are running behind schedule and are not expected to be completed before November 2nd.
