Fresh off a long holiday recess, state lawmakers return to the Capitol this morning to take yet another crack at reducing Pennsylvania's reliance on the property tax.
They've got their work cut out for them.
Just 13 days ago, efforts to reform a tax that has stubbornly resisted reform went screaming off the rails when both the state House and Senate recessed without reaching agreements â€

Re: Lawmakers hope to give tax relief for Christmas
There are no winners here. Families who receive property-tax relief will feel the bite in other areas. Good citizens of Pennsylvania – WAKE UP! It’s mere tax-shifting, draining Joe Public’s wallet while his home value either inches up a tad or remains stagnant (or possibly drops further, at the rate this state is going). I can’t stress it enough – the fundamental tax and spend culture in Pennsylvania is in dire need of overhaul, and few pols (Democrat AND Republican) are willing to tackle that massive hurdle. THAT is what is quickly moving this state closer to the ash heap of competitiveness. My fear is that too many state Republicans will sign their names to whatever bill concensus opinion rallies behind, for the sake of running as “courageous” reformers in ’06.
