State Rep. Gib C. Armstrong was telling constituents that his plan to replace school property taxes with a state sales tax would require school boards to submit requests for more money to the state for review.

this proposal and others have actually been tied to the pay raise. Go back and check out some of the really conservative members like Rohrer and notice that they voted for the pay raise. They were promised floor time for their bill in exchange for their vote on the raise.

Granted, I think this bill is still dead the moment it hits the floor, but it’s interesting to see how it was worked into that event.
